Add metrics page for embeddings and face / license plate processing times (#15818)

* Get stats for embeddings inferences

* cleanup embeddings inferences

* Enable UI for feature metrics

* Change threshold

* Fix check

* Update python for actions

* Set python version

* Ignore type for now
